Velma (Lil Sister) Delores Cartwright was born to Sarah Cartwright Fentress and Claud Nixon on June 3, 1961, in Norfolk, Virginia. Velma, who attended Norfolk Public Schools, was known and loved by many.

Velma is predeceased by her parents and brothers, Eugene Cartwright and Paul Cartwright. She is survived by two sisters, Roberta Wilson (Bernard) of Chesapeake, VA, and Margaret Cartwright of Norfolk, VA, one niece, Crystal Cartwright of Upper Marlboro, MD, one great-niece, Melia Jonas of Upper Marlboro, MD, one nephew, Eugene Spence (Sophia) of Norfolk, Va, and a host of cousins and friends.
