Roger E. Hall, Jr.

Roger E. Hall, Jr., known to many as “Governor” or “Blu,” departed this life on Monday, May 27, 2024. Roger was born March 7, 1959 to Elaine R. Baker and the late Roger E. Hall, Sr. in Norfolk, Virginia.  

Roger was raised in Chesapeake, Virginia. He was a member of the football and track teams at Indian River High School where he also graduated with the class of 1978.  Upon graduation, he enlisted into the United States Army, where he served active duty as well as in the reserves.  The bulk of his Army career included him being a Food Service Specialist.   Along-side being in the Army reserve, he worked at the Norfolk Air Station for several years.  Next, he temporarily relocated to Cherry Point Marine Corp Air Station in Havelock, North Carolina.  Shortly after, he came back to Hampton Roads and began employment with the International Longshoreman Association Local 1248, as a dock worker from 2004-2007.  Ultimately, he worked numerous jobs at the local shipyards, Elizabeth River Terminals, and Janay’s Cleaners (up until his passing).

Roger was most known for the cooking he did from scratch.  He didn’t know how to cook in small portions because of his training in the Army.  You could often times hear him saying, ‘I don’t play with them groceries.”  That was the absolute truth because cooking was his passion.

Roger never met a stranger and never had an enemy.  He also loved being around family and friends.  Some of his past-times included playing spades and dominoes.  He looked forward to the annual Richardson Family Reunion where he could almost always be found on the grill.  It became a neighborhood tradition and folks knew to look for him in the yard of the family house every Memorial Day weekend.  

Everybody that knew Roger, knew he was also an avid Washington Redskins and Los Angeles Lakers fan.  

Roger is predeceased by his maternal grandparents Van and Malinda Richardson; paternal grandparents William and Oney Hall; father Roger E. Hall, Sr.; and brother, Thurston Hall.

Roger is leaving to cherish his memory, his wife, Kimberly Hall, whom he has known since the 2nd grade; daughter, Kassie Hall; son, Roger E. Hall, III; mother, Elaine R. Baker; brothers, Alexander Richardson (Alice), Andrew Hall (Felecia), Derrick Williams; sister, Donna Cuffee; mother-in-love, Mildred Lynch; bonus daughters, Brilliane Marquez (Jason), Kamira Gardner; bonus son, Bryan Burton; bonus brothers, Tracy Ward (Sedetra), Terry Ward (Stacey), Brian Foster, Allen Foster; bonus sisters, Annette Foster, Allison Foster, Alexis Foster, Anita Washington (Anre); 6 bonus grandchildren; and a host of aunts, uncles, cousins, nieces, nephews, in-laws, and friends.
