Randy L. Powell was born in Norfolk County, Virginia on February 2, 1959, to the late James Lewis Powell Jr. and Ethel Bailey Powell. Randy graduated from Great Bridge High School in June 1977. He was a talented basketball and track and field athlete. On any given weekend you would find Randy watching his favorite team the Denver Broncos or watching his favorite movie “The Little Mermaid”. He began his work career as a private contractor with the railroad, then later mastered the craft as a brick mason. Randy’s last place of employment was an Associate at Walmart. He retired earlier this year.
Randy passed on Saturday, September 4, 2021, with his wife by his side. In addition to his parents, he was preceded in death by his paternal grandparents (James L. Powell Sr. & Priscilla Dawson Powell) Maternal grandparents (James Caleb Bailey & Virginia Godfrey Bailey) and step grandmother (Ada Bailey & Nollie Dawson Bailey) aunts, uncles, and cousins.
Randy leaves to cherish his memory, his loving wife Arhonda “Lynn” Powell of 23 years; mother and father-in-law William & Mollie Horton Charlotte, NC; his biological daughter, Portia Powell of Williamsburg, VA; his bonus daughter, Tara Horton of Chesapeake, VA; and his bonus son, Charles Medley II of Virginia Beach, VA; three grandchildren Bryce, Kylie, and Kassidy; siblings James R. Powell Sr. Chesapeake, VA; Barbara V. Sykes (Henry) Chesapeake, VA; Celestine Powell-McCall Chesapeake, VA; David L. Powell (Jasmin) Yorktown, VA; Edward D. Powell (Kimberly) Chesapeake, VA; Richard E. Powell (Kelly) Chesapeake, VA; Michael E. Powell (Sharanita) Chesapeake, VA; aunts Shirley Bailey Ford Brooklyn NY, Doris Powell Wingate Chesapeake, VA, Barbara Ann Powell Moyock, NC, Evelyn Bailey California; uncles Belvin B. Bailey, Chesapeake, VA, Felton M. Artis Chesapeake, VA; sister-in-law Adorn Horton Ahmad Newport News, VA, Amy Mitchell (Ron) Charlotte, NC; numerous nieces, nephews, cousins and a host of extended family and friends.
By far Randy’s family and friends was his most prized possession. His relationships were so precious to him that he spoke to his siblings and friends daily. No one could dispute that Randy loved his family and friends…and when you were in his presence you knew you were loved.

September 12, 2021 at 9:43 amTo the family, friends, and loved ones: May God continue to bless, strengthen, and comfort you all during this time.
I am sharing one of my favorite poems and scriptures that carry me through times as this and I pray that they will assist you all as well.
“To live is Christ and to die is gain” ~ Philippians 1:21
Do not stand
By my grave, and weep.
I am not there,
I do not sleep—
I am the thousand winds that blow
I am the diamond glints in snow
I am the sunlight on ripened grain,
I am the gentle, autumn rain.
As you awake with morning’s hush,
I am the swift, up-flinging rush
Of quiet birds in circling flight,
I am the day transcending night.
Do not stand
By my grave, and cry—
I am not there,
I did not die.

September 17, 2021 at 10:06 amCondolences to you and your family during this difficult time. You do not know me but I live diagonally across the street from you and Mr. Powell would always have a friendly wave every time as I drove by. I also remember, before the house next to you was built, him tending to the garden of what looked to be collard greens. You and your family will be in my prayers.
