Pernell Foots, a devoted husband, father, grandfather, veteran and businessman slipped from labor to reward on Saturday, March 02, 2019 after a courageous battle with cancer. Many things can be said about Pernell, but one thing is clear. He was a man among men. He took great care of his family, and his responsibilities. Pernell William Arnett Foots was born on December 14, 1936 in the Titustown section of Norfolk, Virginia to the late Fletcher and Irene Garrison Foots. Pernell attended Norfolk Public Schools and graduated from Booker T. Washington High School where he met his future wife, Ms. Shirley Darden. In September 1960, Pernell and Ms. Shirley Darden were united in holy matrimony and through their union they were blessed with two daughters, Monica and Kim. Upon Pernell’s graduation, he enlisted in the United States Navy where he served with honor and distinction for 22 years achieving the
rank of Chief Petty Officer. Pernell was a very hard and dedicated worker who knew that when he concluded his career with the Navy, he would only work for himself. While still in the Navy he was interested in real estate and learned how to own and lease houses for rent from his father-in-law. After retiring from the Navy, he began his new career as a real estate investor and landlord. Pernell worked day and night to build his business and was known throughout the community as a landlord who would try to “look out for you”. Pernell not only worked hard at his craft, he also loved his private time. When he was not working you could find him at home watching sports and the news.
He is survived by his daughter Kimberly (Charles) Towe; son-in-law David
Upsher, grandchildren; Isiah Upsher, Deandre (DJ) and Kendra Towe, Moses and David Upsher, sisters Doris Austin, Violet Crawford, brother Melvin Foots, Sisters-in-law, Gail Peters, Barbara Jernigan, and a host of nieces, nephews, relatives and friends. The family also acknowledges a special helper during his time of need, Ms. Sheila Carpenter. He is predeceased by his beloved wife; Shirley Foots, daughter; Mrs. Monica Upsher, grandson; Cedric Towe, brother; Leroy Foots and sisters; Mable Foots, Constance Royal and Thelma Wallace. “Your gentle touch, kind smile and genuine care for others will be greatly missed. You always strived to do your best. You were put to the test. But only God knows best. Now it’s your time to take your rest”.
