On Monday, October 11, 2021, Pastor Ann Elizabeth Woodard “Pastor Ann”, on her father’s birthday, went peacefully into the arms of her Lord and Savior. Ann was born December 16, 1950 in Portsmouth, Virginia to the late Steven Harris Woodard and Pastor Sudie Mae Armstrong Woodard. Ann was truly a love child of her parents who tried for years to have a child, with no hope. But her mother believed that God would answer her prayers, and He did.
Pastor Ann was educated in the Portsmouth and Chesapeake school systems, and later graduated from Norfolk State University. She worked in various school systems with persons with special needs. Pastor Ann later became an ordained minister and pastored the church, The Upper Room Church of Deliverance, after the passing of the original pastor, her mother, Pastor Sudie Mae Woodard.
Pastor Ann has a very quiet and reserved manner, which is very unusual for the Armstrong family. She seemed to always be very observant of the antics and conversations of those around her and would very quietly join in on occasion. But there is one thing that anyone who knew her was very aware of; she loved God with all her heart, mind, and soul.
Pastor Ann was preceded in death by her parents, Steven and Sudie Mae Woodard. She is survived by an aunt, Shelia Woodard of Rockville, MD, and a host of cousins, church members, and friends. She will truly be missed by all.

She was a humble servant of the Lord and The Upper Room Deliverance Ministry in Chesapeake and in the ministry over thirty years. She has ministered in churches, directed choirs and has taught the inspired word of God to all ages.
She was a graduate of Norfolk State University with a bachelor of fine arts in graphic design degree. Gospel music was her prime vocation in ministry.
Pastor Ann served her community by transporting them to various places in the Tidewater area, and connected them with other business to improve their quality of life. Through the ministry of her mother ( Dr. Sudie Woodard), Pastor Ann discipline her walk in Christ by giving one hundred percent. Pastor Ann supported many outreach ministries weather it be clothes, food, and a shelter for the homeless. SHE WILL TRULY BE MISSED! Thank you, Pastor Ann Woodard for being our speaker for our Women’s Conference in 2016 and Theme: “Women Moving Beyond Their Circumstances”. You truly was wearing the garments of Strength and Honor.
