Lucia Ragland Windley departed this life on December 21, 2024 at her home after a prolonged illness.
Mrs. Windley was confirmed in the Episcopal Church and a lifelong Episcopalian. She was a graduate of Virginia State University with a BA in Physical Education; she would go on to earn a Master’s Degree in Guidance and Counseling from Old Dominion University. A teaching career expanding over three decades, Mrs. Windley taught Physical Education at the once Carver High School in Chesapeake, VA. She would eventually retire as a Guidance Counselor at Great Bridge Middle School South in Chesapeake, VA.
Lucia was a member of various social organizations: The Delicados, The Drifters, The Links Inc., The Moles, Pinochie Bugs and Delta Sigma Theta, Inc.
She is survived by her two sons, Redell R. Windley, Portsmouth, VA and Marc H. Windley, Hampton, VA; one sister, Irma M. Moore, Shaker Heights, Ohio; and one brother, Leon C. Ragland, Suffolk, VA.
Lucia will truly be missed.

Randall) in Jack and Jill, Delicados, Links, Pinochle Bugs meetings and finally being a member with her in The National Drifters Inc. I will miss her smile, laugh, hugs and feistiness.

She was our 8th grade team guidance counselor. Mrs. Windley was kind and always treated us like family. I think she liked our “PAWS” Team the best!
