Lucia Windley

Lucia Ragland Windley departed this life on December 21, 2024 at her home after a prolonged illness.

Mrs. Windley was confirmed in the Episcopal Church and a lifelong Episcopalian. She was a graduate of Virginia State University with a BA in Physical Education; she would go on to earn a Master’s Degree in Guidance and Counseling from Old Dominion University.  A teaching career expanding over three decades, Mrs. Windley taught Physical Education at the once Carver High School in Chesapeake, VA. She would eventually retire as a Guidance Counselor at Great Bridge Middle School South in Chesapeake, VA.

Lucia was a member of various social organizations: The Delicados, The Drifters, The Links Inc., The Moles, Pinochie Bugs and Delta Sigma Theta, Inc.

She is survived by her two sons, Redell R. Windley, Portsmouth, VA and Marc H. Windley, Hampton, VA; one sister, Irma M. Moore, Shaker Heights, Ohio; and one brother, Leon C. Ragland, Suffolk, VA.

Lucia will truly be missed.

    I am saddened to learn of the passing of mama Lucia. We had some good times when she was a member of the Portsmoith Chapter of Jack & Jill , Incorporated.
    I will always remember her love for playing bingo and going to casinos. She will be missed

    Soror Lucia Ragland Windley never met a stranger. Her unique laugh, her wonderful sense of humor, her walk of sophisticated royalty provided from her inner self-worth as she showcased her couture fashions designed by her husband, Hiawatha Windley, and her carryover poise from her days as a Majorette at Virginia State. God thru Lucia always allowed her life to shine bright with her singing voice and her love of her two sons, family, friends.St James, her career in education and her extended Cavalier Manor Community. As my Soror in Delta Sigma Theta Sorority Inc, Lucia’s crossing into our Omega Omega Chapter is our loss but Heaven’s gain. My sincere condolences to her sons and family.

    Our Condolences to the Windley Family and Friends!! I worked with Lucia at Great Bridge Junior High and Great Bridge Middle School South!!

    She was an “outstanding” Guidance Counselor and a “great” Friend!! Great Bridge Middle School’s Students and Staff truly “loved” her💕💕!!

    I will definitely miss hearing Aunt Lucia saying, “hey lil girl” whenever she saw me. I have memories of her and my Mom (M. Randall) in Jack and Jill, Delicados, Links, Pinochle Bugs meetings and finally being a member with her in The National Drifters Inc. I will miss her smile, laugh, hugs and feistiness.

    I was saddened to read about the passing of Mrs. Windley. I had the pleasure of working with her at Great Bridge Middle School. She was our 8th grade team guidance counselor. Mrs. Windley was kind and always treated us like family. I think she liked our “PAWS” Team the best! I will always remember her generosity of spirit and the genuine care she showed to everyone around her. My thoughts and deepest sympathies are with you during this difficult time.

    My family would like to extend prayers of comfort to my brothers Marc and Redell. Mrs Windley was like a second mother to me always extending her wisdom and guiding advice on how to navigate this world. I will sincerely miss her smile and witty demeanor whenever I was in her presence.
