On Wednesday evening August 31, 2022 our beloved wife, sister, aunt, cousin, and friend Mrs. Lisa Dianne Hoggard Palmer departed to be with the Lord. She was the first born child to the late Andrew Joe Hudgins, Jr. and surviving Ruth Elizabeth Taylor Grimes in Norfolk,Virginia. She was also the first granddaughter to the Hudgins and Taylor families.
Lisa graduated from Norview High School in 1984 and obtained her Bachelor’s of Science, in Business, from Norfolk State University in 1993. In her earlier years of employment, she was a manager for the long distance calling division at AT&T, and adult personal care assistant at Egglesotn Services. Lisa later dedicated her expertise, in medical management, for 16 years to Ms. Mary Malone, through Blue Ridge Health care. Lisa was an entrepreneur, creating jewelry, earrings, beads, and bangles, for her business entitled Suburban Upscales. She maintained an odds and ends shop inside the Red Barn in Portsmouth, Virginia, where she displayed her beautiful jewelry, and sold common household items to members of the community at a discounted cost. She spent countless days finding bargains for her home goods business and helped others as well.
Lisa was a devout Christian, and developed her love for Jesus Christ during her adolescence at The Rock Church in Virginia Beach, Virginia. Lisa was a GOD fearing woman, kind, loving, frugal, and generous. You can walk through her home, and see bible verses, and phrases posted on the walls, along with sealed letters written to GOD in bibles strategically placed around the house. She exemplified her Christian stewardship, by providing care to others, ensuring her husband was prepared for work everyday, and left for work on time. Anyone who came to her home felt welcomed and was well fed.
Lisa’s home was immaculate. She enjoyed renovating and remodeling her home from the inside out. She loved to decorate the interior of her home in rich colors, African accents and customized paintings she created. She liked to keep things in place. She kept the original structure on the outside of her home, built in the 1920’s, in solid green and white.
Left to cherish her memory, is her loving husband Paul Palmer, mother Ruth Elizabeth Taylor Grimes (Donnel), grandmother Annie Hudgins, brother Andrew Hudgins (Marva), two sisters Angela Hicks (James), and Wanita Hicks; three brothers-in-law Solomon Palmer, Steve Palmer (Angie), and Micheal Palmer; two sisters-in-law, Susan Morris and Shelia Roger; and a host of nieces, nephews, aunts, uncles, neighbors, and friends.
Lisa had a strong laugh, and a sweet spirit, as she has gotten her wings, she will be greatly missed.

Lisa adored Paul and as he did her; she took care of everything at home so Paul could take care of business at Security Storage & Van. They accomplished so much together and provided a loving home for Mary. The lord took Lisa at a young age and she will be missed by many!
