Joseph Ronald Bailey went to be with the Lord on March 26, 2021. He was born to Theodore Bailey and Sudie Bailey in Harevalley, Va.
Joseph was a triathlete, he played JV & Varsity football, basketball and ran track. He played basketball for Northampton Senior High School #83 before moving to Norfolk, VA to play for Maury High School where he got the name Jumpin Joe. He graduated from Norview High School in 1983. Joe worked for the City of Norfolk Community Service Board until moving to Woodbridge, VA where he worked for George Mason University and eventually settling at Virginia DMV. Joseph was a member of Agape Full Gospel Worship Center under the leadership of Apostle Dr. Adrienne M. Lee. In his spare time he loved to fish, cook, watch sports especially the 49ers, listen to his favorite song Fall for you by Leela James and spend time with family. He was a man of integrity and he left a graceful impression on everyone he encountered. He was a godly man and always there to lend a helping hand when anyone called on him. His greatest accomplishment was being a devoted husband, father and grandfather.
He was preceded in death by maternal grandparents John Amos and Annie Beckett, paternal grandparents Caleb and Sarah Bailey, son Rashaad Terrance Matthews, father in law Arthur Hodges, daughter Tiffany Ciearra Dowtin, grandson Isaiah Dowtin-Coffey and granddaughter Malaijah Conwell.
He leave to cherish his memory the love of his life Felicia Dowtin-Bailey, father Theodore Bailey, mother Sudie Bailey, mother in law Delois (Thomas Jr) Coffey. Siblings: brother: Landerus Bailey, sisters: Faith Bailey and Cheryl Brown, brother in law: Linwood Dowtin. Children: son Anthony Matthews, daughters: Ronnesha Upshur, Ashley (Courage) Dowtin, Tieara Matthews, Krista Wright, Ashanti (D’Alan) Goodhope, Mira Dowtin, Sacoya (Morgan) Mitchem and Malika Coffey. 20 grandkids and a host of nieces, nephews, aunts, uncles, and friends.

I just learned that his name was Joe about three months ago. I would greet him by saying hello Felicia’s husband.
One if my funniest memories was when Joe was working on the flag pole and it was thundering and raining. I let you know that your husband was out in the rain working on that pole. He wanted to know who told on him.
He is greatly missed at Franconia CSC.
