Clifton Lee Smith, Sr. was born on April 13, 1928 in Northampton County, Virginia (The Eastern Shore) to the late Dora Jackmon Smith and Governor H. Smith. Clifton received his education in Northampton County Public School System. At an early age, Clifton moved from the Eastern Shore and made Norfolk, Virginia his residence.
He was married to the late Betty Hawkins Smith, until her passing on September 12, 1997. Clifton was a very hard worker.
