Cecelia West

Cecelia West, known to her family as “Sista,” transitioned from her earthly home on Wednesday, February 26, 2025.

She spent her early time in Norfolk, VA, where she attended Norfolk Public schools, High Schools, and local churches.

Cecelia worked a great deal of jobs as a Program Administrative Specialist at Norfolk State University. Sista was a kind and gentle soul; she had a loving and generous heart and was always giving to others. Sista loved watching TV and movies, counseling special need children, and praising the “Lord.”

She was preceded in death by her brother, Roy J. Shepard.

Cecelia leaves her loving memories to be cherished by her beloved brother of 74 years, Henry West. Jr. She is also survived by her only nephew, Marque Shepard (Donna). She is also survived by two aunts, Nancy L. Branch and Betty C. McCoy (David), and a host of cousins and friends.

    I miss Sister Cece. She was such a loving and compassionate lady. She loved the Name of Yahweh and her Savior Yahshua The Messiah. She was faithful in attending Sunday Services at Refuge Assembly of Yahweh even in her illness, in Zoom services and attended in person when she could, despite her illness. Her cheerfulness was always uplifting.
    Cece held onto The Way, The Truth and The Life to the end and now is resting and waiting for The return of Yahshua Ha’Mashiach.

    Sister CeCe was such a caring and sweet person. She always made a point to speak to me and my family at Refuge Assembly of Yahweh. I enjoyed hearing her sing. She kept the Faith and fought the GOOD fight and finished the race, Well Done thy good and Faithful Servant !

    Cecelia’s unwavering support and mentorship not only helped us at Norfolk State University but also led us to meet each other and build a beautiful life together in marriage. Her influence and encouragement will forever be cherished in our hearts.
