Cecelia L. Skinner

Cecelia Skinner, a beacon of strength and warmth, left a legacy of kindness, dedication, and love. A native of Norfolk, VA, she was born to Frank and Ruth Skinner and spent part of her life in Camden, NJ, influenced by her grandparents, Hager and Joseph Baskerville.
She attended Booker T. High School and continued her education at Norfolk State University, earning a Bachelor of Science—a testament to her determination and thirst for knowledge.
Her professional life was a remarkable tapestry of service and excellence. Cecelia began her career working alongside Dr. Rodolfo Cejas-Rosas, where her compassion and skill shone brightly. She then became a dedicated Medical Technician at Portsmouth Naval Hospital. Over time, her expertise and passion led her to advance into nuclear medicine, culminating in a distinguished 34-year tenure.
Beyond her career, Cecelia’s life was a symphony of faith and community. A lifelong member of Hood Chapel AME Zion Church, she embraced various roles with grace and commitment. She served as Secretary, offering her meticulous attention to detail. As a member of the Trustee Board and Steward Board, she led with wisdom and foresight. Her leadership as President of the Senior Choir ensured that every rehearsal and performance was a heartfelt offering. Cecelia’s voice resonated as a choir member, singing the kindest hymns.
Her dedication extended to being a Deaconess, where her nurturing spirit was a source of guidance. As Christian Education Director and Director of Vacation Bible School, she inspired adults and children to strengthen their faith, cultivate a relationship with Jesus, and embrace Christianity, all while guiding them in God’s teachings through the Bible. Cecelia also designed, printed, and hand-folded church bulletins for every Sunday service.
Cecelia’s creativity extended beyond the church walls. Her artistic flair found expression in arts and crafts, and she was a cherished member of the Portsmouth Naval Hospital Bowling League, where her competitive spirit and camaraderie were unmatched.
Cecelia’s unconditional love for her family knew no bounds, making everyone feel safe, understood, and adored. Holidays were special, with her famous macaroni and cheese, unique decorations, and Easter baskets. She taught us the importance of treating others as we’d want them to treat us and putting God first in all we do. Her family was her most cherished treasure, and her home, a sanctuary filled with joy and fond memories.
Cecelia is survived by her loving family, including her daughter Judith Peet; grandchildren Trinity Peet, Trenton Spencer, Telicia Peet, and Taurean Spencer; and great-grandchildren Zuri Eley, Trenton Spencer Jr., Nami Eley, Kamarrie Spencer, Un’aisty Spencer, and Jaihzae Hill. She is also fondly remembered by her nephew Keith Raiford.
Cecelia Skinner’s life was a beautiful story of service, passion, and unwavering faith. Her legacy will continue to inspire all who had the privilege of knowing her. She will be deeply missed, but her spirit will forever resonate in the hearts of those she touched.
