Anthony Lee Otey, Sr., was born on June 23, 1955 in Norfolk, VA. He was educated in the Norfolk Public Schools System, including Booker T. Washington High School, where he became a wrestling champion and Team Captain until his graduation in 1975. His talent earned him a scholarship to Slippery Rock University in Pennsylvania.
When Anthony returned to Norfolk, he embarked on several careers. Those careers utilized his various skills and talents, including:
- Crance operator at Hall Hodges for 30+ years
- Maintenance chief at Thomas Market for 10+ years
- Contractor for Marriott Hotel for 5 years
He was also known as a “jack of all trades,” and did a number of jobs for family and friends.
He is survived by his mother, Elizabeth Adams; children Anthony L. Otey Jr., Annette Otey, and Arnesia Otey; and grandchildren Dion McElroy, Keonta Otey, Alexis Otey, Shy Anthony Otey, Takayla Sherrod, Romyan McLaughlin, Issac McLaughin, and Ayden Otey.
Besides his mother, he leaves to cherish his memory brothers and sisters: Frank Otey, James Otey, Felicia Otey (deceased), John Adams, Dorothy Young, Oliver Adams, and Calvin Adams.
He is preceded in death by his father, Charles L. Harvin Sr. His siblings; Nancy C. Harvin, Charles L. Harvin Jr., Stacey O. Harvin all remember him fondly.
Anthony was also preceded by “adoptive” parents, Margaret and Solomon Smallwoord. He was close with his “brothers and sisters” from this union as well.
Besides his family, he loved and cared for many people – both young and old – in the community.

I love they way Mr. Otey cared for my BFF Tonya momma, Priscilla, her children and grands. Papa Otey was there and present for All of us connected to PC and her family.
